Article 200 should be similarly amended.

Regarding the third point, a reason for excluding

existing companies was given in paragraph 14 of the Memorandum. I am not in a position to say what the effect will be of bringing them within the net, by the omission of draft Article 194(5), as it depends largely on whether they will be able to secure the consent to operate required by draft Article 194(1). It is submitted that Legislation which may have the effect of destroying established trading concerns should not be undertaken lightly.
